Phillip Vannoorbeeck
DirectorPhillip Vannoorbeeck is the town manager of the Town Of Blackstone. Starting as an assistant of the previous town of Blackstone manager, Phillip Vannoorbeeck has been serving the citizens of Blackstone, Virginia for 10 years, completing a a Master’s degree in city management from East Tennessee State University, and assists with revitalization efforts and Blackstone as a career path.
Carla Anderson (Wiley)

Carla Anderson (Wiley) has been a resident of Loudoun County for over 55 years, currently is the District of Columbia Reentry Coordinator for Catholic Charities, Archdiocese of Washington.
She originally became interested in community work through her mother, now deceased, one of the first Black teachers at Douglass Elementary, (Leesburg) when schools were integrated in 1967. A present member of the National NAACP, Anderson was formerly on the Executive Committee for the Loudoun NAACP and volunteered on several local campaigns throughout her years in Loudoun.
Dawn Jamison

Dawn Jamison has been a news journalist, marketing professional and writer for over 20 years. She is a motivational author and life coach. Dawn is the author of the “The 8 Mistakes Women Make,” and “Reckoning Day: #MeToo Stories That Inspire You” among others. Dawn is President of The Renaissance Group, an advisory and life coaching firm. She is a member of Alpha Kappa Alpha Sorority, Inc., Jack and Jill of America, and National Association of Black Journalists and is an alum of INROADS, Inc. She has been on the board of TSE since 2019 and she resides in Tampa with her husband and two children.
